Interim Industry Advisor – Water & Wastewater Utility (Lithuania)
1. Background
The project has reached a critical phase requiring structured closure of open scope items and alignment on operational interpretation within the utility’s operating model.
To support this phase, we are seeking a senior local advisor who can act as a credible bridge between the IT provider and the utility client, supporting negotiation, clarification of operational practices, and alignment between stakeholders.
2. Profile Requirements
We are looking for a senior professional with practical understanding of how a water & wastewater utility operates.
The expert does not need to be a deep technical specialist in the water sector, but must have sufficient experience to understand the industry context and communicate effectively with utility stakeholders.
Typical background may include:
• Former manager or operational professional from a Lithuanian or Baltic water utility OR
• Senior consultant with experience working on infrastructure, utilities, or water-sector projects in Lithuania or the Baltics
3. Mandatory Criteria
• Lithuanian native or fluent (business negotiation level)
• Fluent English
• Strong understanding of Lithuanian business culture and negotiation style
• Experience working with senior stakeholders
• Strong mediation and stakeholder alignment skills
• Ability to represent and support the IT provider’s position in a structured and credible way
The expert should combine:
• Negotiation capability
• Cultural intelligence
4. Scope of Engagement
(Approx. 10 days per month for 3 months)
The selected expert will support the project in three areas:
A. Negotiation & Closure Support
• Participate in discussions with the utility regarding closure of open development scope items
• Support negotiations and meetings in Lithuanian
• Facilitate alignment on interpretation of scope and responsibilities
• Help drive practical agreement and closure
B. Industry Advisory (secondary priority)
• Provide practical insight into water utility operations and working practices
• Help the IT team understand operational context and expectations
• Clarify process interdependencies and operational constraints
• Translate operational requirements into actionable development inputs
C. Stakeholder & Cultural Mediation
• Support communication between technical and operational stakeholders
• Apply understanding of local organizational dynamics
• Help reduce friction and avoid unnecessary escalation
5. Engagement Model
• Short-term advisory engagement (approx. 10 working days on average for the next 3 months)
• Project-based compensation
• Combination of remote preparation and on-site participation if required
